纺织品出口临时管理产品目录（商务部、海关总署、国家水平监督检验检疫总局通知2005年第45号）

依据《纺织品出口临时管理方法（暂行）》第八条的规定和《中欧关于中国部分输欧纺织品和服饰的谅解备忘录》，现将《纺织品出口临时管理产品目录》公布如下。

1、商品范围和涉及国家区域

此次推行纺织品出口临时管理的商品包含对欧盟出口的下列10类商品：

2类：梭织棉布，不包含纱罗、毛圈、窄幅、绒头及雪尔尼织物、绢网和其他网织物的棉布；

4类：针织或钩针织衬衣、T恤衫、较薄的针织卷领、开领或圆翻领罩衫和套衫（非羊毛或非动物细毛的）、内衣及类似品；

5类：针织或钩针织运动衫、套头衫、套领衫、无袖夹克、两件套、开襟衫、床上装的短上衣及套领衫（不包含夹克衫、运动上衣）、带风帽厚夹克、防风上衣、到腰部的短上衣及其类似品；

6类：毛、棉、人造纤维男、男宝宝梭织马裤、短裤不包含游泳裤、裤子（包含便捷裤）；女、女宝宝梭织裤子和便捷裤；非16类和29类的棉、化纤制田径套装的带里的下装；

7类：针织或钩针织或梭织毛、棉、人造纤维制女、女宝宝衬衣、内衣或短衬衣；

20类：非针织钩针织床单；

26类：毛、棉、人造纤维女、女宝宝连衣裙；

31类：针织、梭织或钩针织胸围；

39类：非针织钩针织桌布、浴巾和厨房用巾，不包含棉质毛圈织物或类似毛圈织物；

115类：亚麻或苎麻纱。

上述10类纺织品的产品编码详见附件1，欧盟25个成员国名单详见附件2.

2、推行时间范围

对附件1所列商品推行纺织品出口临时管理的期限自2005年7月20日起至2007年12月31日。在此期间报关出运至欧盟成员国的货物，海关凭纺织品临时出口许可证办理报关验放下续。属法定检验目录的纺织品，海关还应凭检验检疫机构出具的《出境货物通关单》办理验放下续。

3、纺织品临时出口许可证样式、专用章和发证机构

纺织品出口临时管理适用的《纺织品临时出口许可证》及输欧原产地证书（样本）见附件3，专用章（样章）见附件4，发证机构名单见附件5.

In accordance with item No.8 of Provisional Administrative3 Measures on Textiles Export and Sino-Europe Memorandum4 of Understanding on a Part of Chinese Textiles and cosplaytumes to Europe, Commodities List under Provisional Administration of Textiles Export is now announced as follows:

1. Scope of the commodities and related countries and regions

The following10 categories of commodities exported to Europe are under the provisional administration of textiles export:

Category 2: tatting cotton cloth, excluding etamine, loop, pile nap, tulle and other cotton cloths of woven mesh5 fabric6;

Category 4: knitted or crochet7 hook knitted shirt, T-shirt, light knitted neckline or turnup collar garment and slipover （excluding those of wool and fine furs of animals）, underwear and similar product;

Category 5: knitted or crochet hook knitted sport shirt, garment, sleeveless jacket, twinset, wraparound shirt, heavy jackets with jellaba, windcheater and other similar clothes;

Category 6: wool, cotton and synthetic8 fiber9 male and boy woven breeches, pants （excluding bathing trunks） and trousers （including casual trousers）; female and girl woven trousers and casual trousers; cotton and chemical fiber track - and - field suit not included in category 16 and category 29;

Category 7: knitted, crochet hook knitted and woven wool, cotton and synthetic fiber female and girl blouses, underwear or shirt.

Category 20: non-knitted or crochet hook knitted bedsheet;

Category 26: wool, cotton and synthetic fiber female and girl one-piece dress;

Category 31: knitted, woven or crochet hook knitted circumference10;

Category 39: non-knitted and non- crochet hook knitted tablecloth11, bath towel and kitchen towel, excluding cotton loop or similar fabric;

Category 115: flax or ramie yarn12;

Please refer to Appendix No.1 for commodity code of above textiles, and Appendix No.2 for lists of 25 member countries of the EU.

2. Time frame

All commodities in Appendix No.1 will be put under the provisional administration of textiles export as from Jul 20, 2005 to Dec 31, 2007, during which the Customs may go through formalities with provisional export license13 of textiles for commodities exported to EU members. For those belonging to legal checking catalogue, Commodity Bill of Exit provided by organs of inspection14 and quarantine is also required.

3. Sample, special seal of textiles provisional export license and license-issuing institutes

Please refer to Appendix No 3 for Provisional Export License of Textiles and Original Certificate for Commodity to Europe （sample）, and Appendix No.4 for the sample of special seal and Appendix No.5 for license-issuing institutes.

4. Ministry of Commerce will separately announce the first distributed gross of 2005.
